Achievements: 41 projects in the provinces of Antananarivo, Antsiranana, Fianarantsoa, Mahajanga, Toamasina and Toliary.

Main achievements:

• Education: 19 schools rehabilitated
• Water supply: 6 water supply and well-digging projects in Mangily (southern Toliary province)
• Agriculture: Community granaries in Itasy region
• Infrastructure: 9 market renovations, 2 municipal stadium renovations (Sambava, Ambositra)

Goal:

• Meeting the development needs of local communities.
• Reinforcement and rehabilitation of priority infrastructures at the initiative of local authorities.
• Ownership of projects by beneficiaries alone.
• Apply a strategy of prioritizing the viability and sustainability of actions by selecting projects that are strictly a priority for beneficiary groups.
• Give beneficiaries maximum responsibility in all phases of the project.
• Match business sectors to the country's main development objectives.

Eligibility criteria:

• The need is expressed by the community itself
• The need is the priority
• The project will have an economic and social impact on community life
• The project idea comes from the community or some of its members
• The local authority designs the project itself or takes an active part in the design phase (with the help of an NGO, the Cellule d'Opération itself or a consultancy firm).
• The local authority implements the project itself or plays a significant role in its implementation.
• The local authority organizes the operation, management and maintenance of the facilities.
